Gene received a Bachelor of Science degree and a commission from the US Air Force Academy in 1975. He was rated as a USAF Navigator after completing navigator training at Mather AFB in 1976. He was assigned to the KC-135 Tanker aircraft in the 41st Air Refueling Squadron at Griffiss AFB, NY. He was selected to attend the Air Force Institute of Technology, Wright-Patterson AFB (WPAFB). He received an MS in Computer Systems in 1983, after which he was assigned to the headquarters staff of Tactical Air Command at Langley AFB, VA, and then to the US Naval War College in Newport, RI, where he graduated in 1988. He returned to flying assignments in the 4950th Test Wing at WPAFB as a Navigator on Advanced Range Instrumentation Aircraft. He was also tasked with establishing a new office for testing commercial-derivative aircraft, including the Air Force One test program. Gene then served as Deputy Director for Program Integration in the B-2 (Stealth Bomber) development program, followed by a final assignment as Deputy to the Special Management Office for Planning at HQ Air Combat Command, Langley AFB, where he retired from the Air Force. Gene then worked as a defense contractor for federal intelligence agencies, primarily as a satellite systems engineer for the National Reconnaissance Office in Chantilly, VA. In 2013, he began work with the US Army Special Operations Command at Fort Bragg, NC. He transitioned from a contractor to a Department of the Army Civilian (DAC) in the Army Special Operations Aviation Command from 2018 to 2023, when he retired from full-time employment.
Gene has been married for almost 50 years to Andrea Miles Schempp, whom he dated in High School. They have three children, all of whom are veterans of the US Air Force (one is also retired from the US Space Force). They currently have three grandchildren.
Gene is currently active in his church choir, tutors elementary students in reading, and is a "sometimes" substitute teacher in 2 local high schools.
Gene joined Post 52 in 2024, and Andrea (a former Captain in the US Air Force) joined in 2025.
